William Payne (New Mexico politician)

William Payne is a member of the New Mexico State Senate who currently is the Republican Whip in the State Senate. Payne is a member of the American Legislative Exchange Council, ALEC, serving as New Mexico state leader.^[1]

Payne holds a JD from the University of New Mexico and an Master of Arts from Georgetown University. He previously was in the United States Navy where he rose to the rank of Rear Admiral.
